JANE ANN MORRISON: Even if cooling tower looks like a fountain, it ...

The cooling tower at One Queensridge Place that looks remarkably like a copy of a fountain at Versailles is no mere fountain. So says the city of Las Vegas.

As I suspected, city officials agreed with the developers of the luxury twin towers with spectacular views that the "fountain" is part of the cooling tower augmentation unit.

After two $160 citations, one in October, the other in November, plus my column in December, the parties met and the city agreed with the developers that the fountain was part of the cooling system. Even an exemption permit was unnecessary. As a result, the Las Vegas Valley Water District decided not to fine the developers as water wasters.

When you drive by One Queensridge Place at the corner of Rampart Boulevard and Alta Drive, the fountain may look and sound like just another fountain, the kind that the water district sought to ban when it enacted water restrictions in 2003.

Wednesday's Letters to the Editor

John Buell's recent column criticizing the new economic stimulus package ("Stimulus plan not based on sound economics," BDN, Feb. 19) ignores history and the facts.

He speaks of "new tax breaks for corporations" when some of the most important provisions will help the smallest of businesses, which are creating the majority of new jobs in Maine and the nation. For that reason, the National Federation of Independent Businesses was the only group lobbying to increase significantly the expensing limits for small-business equipment investments from $128,000 to $250,000. This will allow small-business owners to immediately write off equipment purchases and will help small-business owners expand and hire new employees.

Another key provision in the package is a 50 percent bonus depreciation deduction, an incentive for businesses to invest now, providing an immediate deduction for half the cost of the investment.

Now the industry is ready to return, but this little Arizona town is not sure it wants it back.

Cigarette smoke hangs blue over the sun-soaked patio of My Friends Tavern in Superior, Ariz. It's been an unseasonably cool January day, but the lingering sun is warm enough to lure nicotine-craving drinkers outside. Now, a dozen people exchange friendly banter as loudspeakers blare out Loretta Lynn: "I'm proud to be a coal miner's daughter. ..." Miller Lite and Budweiser empties line up on the white plastic tables.

Superior lies at the heart of Arizona's copper country, source of 60 percent of the copper mined in the nation; its palo verde-covered mountains are scarred by a century's worth of mining endeavors. Superior wouldn't exist without the Magma Mine. The substantial high school on the edge of town, the brick buildings on Main Street, the very culture and character of the town were all built on mining.

Dollars for Durban II

All this takes money. But the Durban II planners, including such oil-rich regimes as Iran and Libya, are not proposing to fund it themselves. Instead, they want U.N. Secretary-General Ban Ki-moon to give them a free ride by allocating to this conference and its preparations some $7.2 million — for starters — from the U.N. regular budget. Because American taxpayers finance 22 percent of the U.N. budget, that means the U.S. would effectively be picking up almost one quarter of the tab not only for Durban II itself, but for every preparatory pajama party over the next year.

Even that, however, does not begin to convey the full extent of the abuse and hypocrisy which has already gone into the early planning of Durban II. This project has its roots in the U.N.'s 192-member General Assembly, where non-democratic states enjoy a majority.

World bourses catch cold

He seems to have managed to win back the confidence of those sections of the Sangh Parivar who were upset with him on the Jinnah issue. Even so, he has a long way to go before achieving his ambition. It is true that the string of assembly elections in the recent past have been favourable to the BJP. But before the next general elections are due, Madhya Pradesh and Rajasthan ruled by the BJP will go to the polls. Byelection results from these states do not suggest that the voters are happy with these governments. Equally important, the BJP continues to be in bad shape in Uttar Pradesh which accounts for the largest number of seats in the Lok Sabha.

The NDA is no longer as cohesive and large as it used to be when Mr Vajpayee was its leader. Of course, its decision on Mr Advani provides clarity to the political situation.

BMI’s Gainor Talks Depression Coverage on Fox Biz

BMI Vice President Dan Gainor took to the Fox Business Network Thursday to explain the difference between "depression," "recession" and "slow growth," terms the mainstream media has blurred.

Economists "don't even agree that we're in a recession yet," Gainor said. "But then if you watch the network news shows, we're already up to eight times this year - that's once a week where they've made a comparison to the Great Depression."

Gainor was referring to new research from the Business & Media Institute showing the media's tendency to compare current economic conditions to the Great Depression. Network news shows have made the comparison eight times in 2008, and made the comparison 18 times in 2007.

XM Satellite, with nearly 7.2 million subscribers, said it added 285,000 new net subscribers during the third quarter, less than half the number of subscribers it added this time last year.
